Eli: LSD wholesaler, and best of buds with the Shrubs. What on earth does one expect from these psychopaths?
The issues are clear, the loopholes are massive, and nobody does anything. The authorities are either incompetent, or corrupt - there are no other options. And with every story such as this, "incompetent" looks less and less likely.

Parkland Hospital, part of the UTSW complex, has the unfortunate if perhaps informal policy of asking psychotic patients if they wish to take part in unnecessary experiments....
